| In modern society, our country is in the period of sudden environmental accidents, according to preliminary statistics, only in2011, our country has had nearly100sudden environmental accidents, causing serious pollution and destruction of ecological environment, human health is threatened, seriously affecting people’s lives and property safety and social harmony and stability. To reflect on the past few years, can be summarized into two aspects: on the one hand, China has faced with environmental pollution the overall trend of deterioration has not been fundamentally reversed, on the other hand, the accumulated environmental problems by history is not completely solved, new environmental problems continue to occur again. In these unexpected environmental incidents have exposed many problems in China’s environmental emergency accident emergency management system and mechanism construction, such as weak emergency prevention system, emergency plan formulation is not scientific, emergency management skills are not mature, emergency management system, mechanism, legal system are not perfect, in a word, it has not yet formed a comprehensive management system on real significance. Therefore, the emergency management system and mechanism to improve the existing of sudden environmental accidents, it is of great theoretical and practical significance.This paper is mainly on how to deal with sudden environmental accidents in our country government study, the purpose is to establishment of a comprehensive, specific, emergency management system and the mechanism of operation. Aim is to strengthen with emergency management to normalization management idea, correctly understand and handle various unexpected environmental accidents, ordered to deal with all kinds of crisis. According to the2012January Guangxi Longjiang cadmium pollution incident as a clue, it throughout the article, firstly the overall, elaboration on the sudden environmental accidents and emergency management related concepts, classification and features, response to sudden environmental accidents emergency environmental accidents management principles are described respectively, and then through the analysis of this the specific case of Guangxi cadmium pollution, analyzes the insufficiency of our country’s response to sudden environmental accidents in system and mechanism, through the existing domestic and foreign beneficial experience, combined with the study of current situation of our country, supplementary constructive and improve the construction of China’s environmental emergency accident system and mechanism. |
