Research On The Construction Of Farmers' Public Spirit In The Context Of Rural Governance Modernization

The third plenary session of the 18 th central committee of the CPC proposed achieving the modernization of governance in whole nation.The modernization of rural governance is an essential part of in the process of modernization of governance,and farmers is the key force to promote modernization of the rural governance.Public spirit contains some virtues,such as,being concerned about the public interest,participation in public life and social responsibility.Fostering public spirit in farmers is useful to enhance their participation in public rural life,protect the order of village,and support the rural governance in inner motive power of modernization.Based on the related concepts and theories at home and abroad,this article takes the Qianya xia countryside in Rizhao city of Shandong province as a case,and undergoes an empirical investigation through a combined method of questionnaire and interview to analyze the relevant status of peasants' public spirit from four dimensions: the public ethics,the public space,participation in public affairs and interpersonal relationship.Our results of research show that the farmers are short of public spirit to a certain extent,typical examples include the decline in performance in the ethical and moral values,the squeezing of public life space,the more self-interest trend in public participation and decreasing trust between each other.The farmers' lack of public spirit puts a bad effect on the order in the countryside,rural public activities and the development of public utilities,and such consequences put forward a great challenge in promoting the modernization of rural governance.The factors that affect the public spirit of farmers are complicated,and the reasons for the lack of public spirit of farmers include the traditional factors and the modern factors.How to rebuild the public spirit is of great significance to the modernization of rural governance,this paper will put forward four suggestions to build the farmers' public spirit,mainly from promoting the development of rural market economy,innovation and improvement of rural grassroots autonomy system,promoting the development of rural culture and strengthening rural civil society organizations.
