Promoting The Governance Ability Of Rural Primary Party Organizations In The Context Of Rural Revitalization Strategy Modernization Research

The Communist Party of China has always attached great importance to the "three rural issues".The Nineteenth National Congress of the Communist Party of China regards the implementation of the rural revitalization strategy as the overall starting point for solving the "three rural" issues in the new era and leading the development of rural areas in the new era.The rural revitalization strategy is a major strategy involving industries,ecology,rural customs,governance,and life.The modernization of governance capabilities includes the modernization of organizational capabilities,the modernization of decision-making capabilities,the modernization of mobilization capabilities,the modernization of resilience,and the modernization of execution capabilities.To implement the strategy of rural revitalization,it is undoubtedly necessary to strengthen the construction of rural grass-roots party organizations and promote the modernization of the governance capabilities of rural grass-roots party organizations.From a historical point of view,the modernization of the governance capacity of primary-level party organizations has continuously promoted the modern changes in rural society;in terms of theoretical logic,the governance capacity of rural primary-level party organizations is related to the effectiveness of rural revitalization;in reality,rural rejuvenation has an impact on rural areas.The governance capabilities of grassroots party organizations put forward new requirements such as improving the ability to cultivate new drivers of rural development,enhancing the ability to create a new pattern of symbiotic development,enhancing the ability to rejuvenate the rural atmosphere and civilization,enhance the ability to build a new system of rural governance,and enhance the ability to create a new and happy life in the countryside..However,through investigations,it is found that there are still many outstanding problems in the governance of grassroots party organizations in rural my country,such as lagging in the construction of grassroots party organizations,weak mobilization capabilities,deviations in implementation,and weak decision-making.The main reasons are: the governance concept is relatively backward.;The governance system is not perfect;the governance method is not very scientific;the governance method is relatively traditional.Accordingly,in accordance with the deployment of the Party Central Committee and the State Council on the implementation of the rural revitalization strategy,the work regulations of rural grassroots party organizations,the decision to promote the modernization of the national governance system and governance capabilities,etc.,this article puts forward the targeted promotion of rural grassroots in the context of the rural revitalization strategy.The path to the modernization of the party’s organizational governance capabilities: firstly,cultivate modern governance concepts such as democratic governance,governance by law,comprehensive governance,system governance,and source governance;secondly,improve the “ one-dominant and pluralistic” organizational system,normative system,resource system,etc.Modern governance system;thirdly,to realize a modern governance method of “ three governances in one” based on the rule of virtue,based on autonomy,and guaranteed by the rule of law;fourth,innovative wisdom + platform,wisdom + governance,wisdom + model,etc.Modern governance methods promote the development of rural governance from "fragmentation" to integration.
