Research On The Construction Of Government Information Sharing Mechanism For Checking The Economic Situation Of Family In China

In recent years,urban and rural subsistence allowances,rural five guarantees supporting rescue,education,medical relief,effectively guarantee the basic rights of the difficult masses,and have achieved good social benefits.But in the process of implementation,the difficulty of determination,investigation and evidence collection of family income and property,has always been the key issues in the implementation of poverty alleviation and security policy.So checking economic conditions of social assistance family is very important.There are two check ways at present,including artificial investigation and information checking.The purpose of this paper is to research the establishment of information sharing mechanism of government affairs.In another words,the civil affairs department realize information sharing to evaluate the basic life situation of poor families throuth the ministry of commerce and industry,taxation,MHRSS and financial institutions,making sure that the difficult masses can be guaranteed,and providing objective evidence and scientific basis for the relevant government department to assisting and formulating relevant policies,thus safeguarding social fairness and justice.The paper elaborates the concepts of economic status verification of social assistance family and government affairs information sharing,and the theoretical basis of holistic government and seamless government,as well as the general idea of government affairs information sharing based on it.Taking the example of yantai,the paper analyzed the achievements and problems in the information sharing mechanism of social assistance family's economic status verification,and explored the government affairs information sharing obstacles,and introducted related experiences of the advanced countries such as America,Germany,New Zealand,as well as related advanced methods of Shanghai,Qingdao,Hong Kong and other domestic advanced cities and regions.On the basis,the paper put forward methods and suggestions of government affairs information sharing in regard of top design and department coordination,resources allocation optimization,talent team construction so as to promote the further development of the national social assistance.
