Research On The Check Of Residents' Economic Status In The Social Assistance System In Dalian

The minimum living security system is an important part of the social assistance system.It plays an important role in adjusting the income distribution gap,ensuring the basic life of the people in need,promoting social equity and maintaining social stability.Minimum living security and other social assistance work are most closely related to the people.The unreasonable phenomena of people's right and wrong rescue,omission of insurance,relationship insurance and human relations insurance are zero tolerance.How to accurately locate the object of social assistance has become a difficult problem facing the management of social assistance at the present time when people's income and property are increasingly diversified.With the concept of fairness and justice deeply rooted in the hearts of the people,the traditional economic checking work must be innovated in order to adapt to the new situation of social assistance work.On the other hand,the economic and social development has entered a new normal,the downward pressure of economic growth has increased,and the environment of slowing down the rate of fiscal revenue growth also requires that the money for social assistance must be distributed to those who really need it.It requires that social assistance must strengthen the identification of the target,accurately grasp the economic situation of the target,achieve precise assistance and maximize the benefits of funds.Based on the analysis of seamless theory,whole government theory andTarget Orientation Theory of Low-income Population,taking the economic check-up of residents in social assistance in Dalian as an example,this paper checks the background,effect and face of residents' economic check-up construction on the basis of the survey of residents' economic status in Dalian's minimum living security by means of interviews and combining with their own work experience.It is concluded that the key to developing the checking work of residents' economic status is to use information technology,through business integration,achieve department coordination,information resources sharing,accurately identify social assistance objects,and explore a suitable way for social assistance in Dalian.
