In the current international context,the use of force is considered to be one of the effective ways to combat terrorism,and the State's use of force against terrorism is based on the right of the State to self-defense as an exception to the principle of "prohibition of the use of force" established.In the process of international counter-terrorism,the prerequisite for the use of force against terrorists is that terrorist attacks constitute "force attacks" in Article 51 of the Charter.The characterization of terrorist attacks is not related to the identity of non-State actors of terrorist organizations,the location and time of attacks,but related to the consequences of the most serious force attacks caused by attacks.In recent years,frequent international terrorist activities have brought serious challenges to the international community and brought a series of challenges to the object,time and proportionality principle and procedures of the exercise of the right of self-defense.Therefore,in order to adapt to the changes in the international counter-terrorism situation,the use of force by the state in the fight against terrorism should abide by the basic principles of international human rights law and international humanitarian law,and resolutely safeguard national sovereignty and distinguish the responsibility of terrorists in different circumstances,made the activities with legitimacy and rationality.
