| Since the 1990 s,terrorism has been a hot topic in the international community.With the accelerated development of Internet technology,the means of terrorists to create terrorist incidents have been upgraded,which has brought more serious negative impacts in many fields such as economy,politics and so on.At the same time,Europe and Southeast Asia have become the high-incidence areas of terrorism.The global expansion of terrorism is only increasing,and the anti-terrorism situation is not optimistic.At present,more and more countries attach too much importance to the role of military means in combating international terrorism,which tends to overlook the irrational understanding of the factors that breed terrorism.How to regulate the legitimate use of force on the basis of insisting on the anti-terrorism of force,and effectively combat against the new mode of operation of terrorist activities is the main research focus of this paper.This paper is divided into six parts.The first part is the introduction,which clarifies the significance of the topic selection and the research status at home and abroad.The second part,first of all,systematically combs the origin and theoretical definition of international terrorism,and concludes that international terrorism involves cultural,economic,religious and political factors.Therefore,we can have a clear understanding of the definition of terrorism from an objective and dialectical point of view.Secondly,we should attach importance to the development trend and changes of terrorism at the present stage,so that we should not only take flexible measures to eliminate the soil that breeds terrorism,At the same time,the situation of using force to combat international terrorism is analyzed.The third part lists in detail the relevant anti-international terrorism legislation,which is divided into general anti-international terrorism legislation and special anti-international Terrorism Law according to the criterion of whether to stipulate the use of force,which provides the basis of international law for the anti-terrorism action of cross-border force.The fourth part,starting from the authorized use of force by the United Nations,the exercise of the right to self-defense and the response to new types of terrorism,combines international counter-terrorism cases with UN Security Council resolutions and the principles of international law,in-depth analysis of the plight of cross-border force in combating terrorism.The fifth part affirms to a certain extent the importance of cross-border force in combatingterrorism,and makes comprehensive use of legislation,international cooperation and other anti-terrorism means to improve cross-border anti-terrorism issues.The sixth part is the conclusion. |
