Analysis Of Corruption In The Period Of Korean Authoritarian Political System

This article uses historical research method,through relevant historical data and theory,taking South Korea's historical experience as the case to analyze corruption under authoritarian regime.The article has 5 parts.The first part is introduction,mainly describing the purpose of the study,the research results,related concepts and the innovation and shortcomings of this article;The second part introduces the relations between Korea's authoritarian regime and corruption,which is,taking anti-corruption campaign to come into power,the authoritarian regime consolidates its power through construction of a clean government.The ineffective anti-corruption stimulates power transition;The third part introduces the reasons for the high incidence of corruption under the authoritarian regime in Korea,which is,the high degree of power concentration,the transition of the government-led economic system and the ‘transitionism' of the authoritarian regime itself,leading to corruption in Korea under authoritarian regimes;The fourth part tries to find out the experience and enlightenment of curbing corruption under the authoritarian system,and by comparing the deficiencies and achievements of the construction of Korea's honest and clean government before and after the democratization transformation,the article concludes that the construction of clean government should be carried out at three levels: clean government culture,legal regulations and implementing agencies;The fifth part is the conclusion,which is,for the relationship between the two,regime system is not the only factor to measure the degree of corruption,there is no inevitable causal link between authoritarian regimes and corruption.Whether the action of constructing a clean government can be effective,depends on the country's efforts in the developing culture of clean government,anti-corruption regulations and the implementation capabilities of institutions.
