The word smart power has aroused heated discussion since 2004.As a theory,smart power and soft power is a way which come down in one continuous line,using contextual intelligence to combine with soft power and hard power resources by applying comprehensive tools,such as politics,economy,diplomacy and so on.As a strategy,smart power pay more attention to soft power,pay attention to multilateral relations,devote to global development and economic integration.It is necessary to examine the innovation of its theory,but also to explore the feasibility of its practice when we use smart power.Zionism can be described as a typical example of the use of smart power.Zionism combined religious beliefs and political beliefs to call on the Jews scattered around the world and joined them in the Zionist movement.At the same time,the Zionists use contextual intelligence to deal with the relationship between the great powers,so that the desire that establish an independent nation-state obtained international recognition and sympathy.China has had a good opportunity to use smart power in the Korean War.On the one hand,China contained Britain by the economic interests,the Hong Kong issue and overseas Chinese.On the other hand,India and other countries mediate the multilateral relations.But for various reasons,China failed to use contextual intelligence contributing to the loss of national interests.After the analysis of the theory and practice of smart power,we must understand the essence and learn from the practice to get inspiration.Faced with the complex international and domestic environment,China must do as follows: First,expand strategic support and build a community for surrounding countries.Second,integrate Chinese and foreign concepts to obtain discourse.
