Economic development has promoted the acceleration of the pace of urbanization,but also to rural and urban differences are growing.The rural areas lag behind the cities in economy,society and culture.For a long period of time,the CPC Central Committee and the State Council for the issue of agricultural development,the introduction of a series of rich peasants and agricultural policies to promote the development of agriculture to solve the "three rural issues."
