With the rapid development and the rapid progress of the global information and the market-oriented,the openness and transparency of the internet is increasing.This is a powerful impetus to the improvement of government governance and governance capacity,as well as the construction of Service-oriented government.The rich of Internet and other tools promotes the rapid development of new media.As a means of information dissemination,Traditional e-government shows great energy.But the isolated island of information and decentralized construction become a bottleneck problem that impeding the further development of e-government.In recent years,the output channel of e-government changed from the PC terminal to mobile phones and other mobile terminal migration.The information exchange and complementary services between the new media such as the Government micro-blog.Government micro letter and government website is accelerating development.Mobile e-government changes the government's work and services in a more efficient way,and opens the era of "set the government services at the tip of your finger".The scale of China's mobile users is growing.The development of mobile information technology and people's demand for information technology will promote the mobile e-government to become a universal global office model.The convenience and other characteristics of Mobile e-government has played a strong supporting function in streamline administration and institute decentralization,and innovative ways of working the government.Mobile e-government is still in the development stage in China,and it has a broad development prospects and irreplaceable value.At present,China's mobile e-government is in its infancy.In the construction of mobile e-government,there are still many problems to be solved.Mobile e-government has become an important informational work to improve the efficiency of government work,and enhance the ability of government management.It also help the government to provide better public services.Therefore,it is necessary to study the development and construction of mobile e-government in China.This paper takes Yantai City of Shandong Province as an example.On the basis of the service-oriented government and government marketing theory,it discusses the current situation and problems of construction and development of Mobile E-government.Through the combination of the practice development of Yantai City,the paper put forward targeted policy recommendations to promote the development of mobile e-government.This paper is divided into four parts: The first part puts forward the main research background and significance,and combs the concept of Mobile e-government,features and system architecture.It also summarize the content and research methods.The second part combs the domestic and foreign literature about the construction of mobile e-government.As a theoretical basis for the following study,the theory of Service-oriented government and Government marketing provides a theoretical basis for this study.The third part mainly introduces the development of mobile e-government in Yantai City.Based on the analysis of the development status,this paper summarizes the problems and the causes of the problems in the development of Mobile E-government in Yantai City.On the basis of summarizing the research of the paper,this part explores the countermeasures to promote the construction of Government e-government from the aspects of clear legal status of mobile e-government and setting up special manager.It is hoped that this paper can provide valuable reference for the development of Mobile e-government development and the practical application of relevant government departments.
