Since the dawn of the21st century, the increasing number of environmental group events have made an enormous impact on the normal social order in China. Accordingly, effective governance of the events has become a great challenge for social administrative departments at all levels. In some special cases,Some local governments refuse to transform the traditional governance approach and fail to keep pace with the currently advanced governance scheme, which further aggregates some of the environmental group events. This not only harms the legitimate interests of the people,but also affects social stability.Overall,the environmental group events related to the vital interests of the different parties,In essence,these events reflects the conflict between different stakeholders.Effective consultations which make consensus are key to these events. From the perspective of deliberative democracy, using para-xylene project event of Xiamen as a case, the thesis explores the governance methods of environmental group event.Frame this case,The preliminary foundings of the thesis are as follows:firstly, the essence of environmental group events lies in conflict of interests. Environmental group events concern different stakeholders with contradictory interests, which is the prime cause of those events. Secondly, deliberative democracy approach plays a crucial role in the governance of environmental group events. It helps reduce the intensity of the events and decline the impact on social order; it also helps restrict power rent-seeking, and helps define clear responsibility and encourages individuals and the whole society to take the ecological responsibility together. Thirdly, the performance of deliberative democracy approach is limited. The geographical expansion of environmental group events, the unbalanced capacity of rational analysis among participants, the relatively low education level and regional differences as well, pose great challenges for deliberative democracy. Fourthly, the application of deliberative democracy to the governance of group events should be adjusted according to circumstances. Though deliberative democracy approach has its limitations, a multiple approach with a combination of deliberative democracy and other effective methods, will facilitate the governance of group events.
