Research On The Current Situation Of Group Events Under The Theory Of Deliberative Democracy

After30years of reform and opening up the rapid development of China’seconomic and social construction has made remarkable achievements, greatlyenhanced with the level of our overall national strength and people’s material life,China has entered a society in transition and in-depthspecial historical period ofreform and tackling. The one hand, with the market-oriented reforms gradually intothe deep water, the effectiveness of the reform of the vitality of the whole societyplayed a role greatly to wake up and excited, so we have to overcome a variety ofobstacles, achieved a sustained, rapid and stable economic development, nationalaccelerated accumulation of savings and household wealth; the other hand, with therapid development of economic and social transformation of social structure andsocial benefit pattern dramatic change, people’s expectations and demands areconstantly growing, plus some the field there is a certain degree of institutionalpatterns and policy deviation, to so the various contradictions quick socialaccumulated acute. The discontent not correct boot when the pattern of interests is nota reasonable adjustment, social conflict is likely to occur, and in turn will lead tolarge-scale mass incidents. Occurred in September2011in Shanwei City, GuangdongProvince, under the jurisdiction of the Lufeng Wukan village event challenges Lufengparty and the government’s ability to govern, which also shows our grassrootsgovernment management many deficiencies require further improvement.In this paper, under the guidance of Habermas’s theory of deliberative democracy,as a foothold in a typical mass incidents-Wukan village events, of Wukan villageevents, under review, analyze the current situation of the majority group events aswell as the Government in dealing withwhen such incidents, problems, and proposedsolutions to this problem. The paper is divided into four parts. The first part, anoverview of related concepts and theories. A detailed interpretation of the concept andclassification of mass incidents, to negotiate the formation of democratic theory,characteristics, and mass incidents. The second part, pointed out that the presentsituation and problems of mass incidents. The third part, the theoretical to combinespecific case that the causes of the problems of mass incidents. The fourth part, put forward specific measures to address mass incidents deliberative democracy theoryperspective.
