China's aging process is becoming increasingly grim,the elderly population is also rising,according to estimates,China's elderly population in 2020 will reach 42 million people,in 2030 to 61.18 million,2050 will be up to 97.5 million.Accompanied by a large of the disabled elderly population is disabled elderly pension problems,and rural disabled elderly pension problems in particular need to pay attention and solve.Rural social security level is low,and the elderly is lack of old-age economic resources,increasingly hollow rural areas have led to the family pension is not working,the majority of rural disabled people pension into trouble.Rural disabled elderly is imminent in their old age,the pension difficulties need to be improved.This paper chooses the rural disabled elderly as the research object.On the basis of the related research and related theories at domestic and overseas,This paper investigates the present situation and the dilemma of providing for the rural disabled elderly in Chunhua County,and put forward suggestions for improving the old-age pension for the elderly in rural areas according to the reasons of the old-age dilemma.The main content of this paper has five parts.The first part is the conceptual definition and the theoretical basis.This part focuses on the ability to deprive Amartya Sen's theory,smart pension theory,multi-center theory,moderate and universal-favored welfare theory.The paper analyzes the difficulties of the elderly in rural areas and puts forward the countermeasures and suggestions on the basis of these theories.The second part is the present situation and the dilemma of the rural disabled elderly in Chunhua County.Combining the research data and the interview case,this part analyzes the current situation and the dilemma of the rural disabled elderly in Chunhua County.Rural disabled elderly pension difficulties are mainly manifested in medical treatment difficulties,lack of economic income and living care.The third part is the analysis of the reasons for the old-age dilemma of rural disabled people in Chunhua County.This part puts forward that the reasons of the old-age dilemma have three points,firstly,the health care is difficult to meet the demand,secondly,the family pension function is weakened,thirdly,the community pension function is not working,and fourthly,the institutions do not accept the elderly.The fourth part are recommendations to improve the rural elderly disabled pension in China,this part put forward that:Improving the rural elderly medical security level,to strengthen the prevention of chronic diseases and primary health care investment,improve the physical condition of the elderly in rural areas to prevent disability;Establishing a suitable care insurance system to meet the rural disabled elderly care needs and to reduce the burden of care for the elderly families;Creating a rural disabled elderly three-dimensional care system.Establishing a home,village,town(The county)three-dimensional care system for the elderly to solve the dilemma of the elderly disabled in rural areas in the concept of centralization;Developing new model of smart pension for rural disabled elderly,using the latest wisdom of old-age theory to solve the problem of rural disabled elderly pension;Exploring multi-center governance path of community support and agency support,to achieve the service supply and pension management under the multi-center governance;Promoting the moderate and universal-favored rural welfare services,improving the overall level of rural disabled elderly welfare.The fifth part is the conclusion and prospect of the article,concluding the paper and forecasting the future research direction.
