With the capitalist society began to enter the stage of monopolistic capitalism, the capitalist countries started overseas expansion one after another. After the United States completed the Westward Movement, the Industrial Revolution and the Progressivism Movement, the economic strength of the United States soared to become the largest in the world. The United States is eager to gain a political status that matches its economic status.Under the background of domestic demand, the United States also began to go overseas to achieve the national interests and political aspirations. At this time,Theodore Roosevelt stepped onto the stage of the American history.Theodore Roosevelt is the youngest president in the history of the United States. He has his own unique personality, ability and courage. At his early age,he has a great passion about the Navy.He vigorously dedicated to promote the "Great Naval Army".Roosevelt carried out drastic reforms of the Navy, established a strong U.S.naval force and made it the "big stick" of U.S.diplomatic policy, and successfully handled out a series of diplomatic incidents and conflicts. He fundamentally shifted the development track of the United States from internal development to external participation in international dialogue, laying a solid foundation for the U.S.road to the strongest sea power and the hegemony of the world. But on the other hand,it has also caused some adverse consequences. In the 1970 s,the famous scholar Alexander L.George used the term "coercive diplomatic policy" in the dictionary of modern international relations. This article will take the overseas expansion in the late 19 th century and the early 20 th century as the historical background, the U.S.Navy and coercive foreign policy as the main line,Theodor Roosevelt's naval coercive diplomatic policy as the study object.By analyzing some specific historical events,we can see that Theodor Roosevelt has always advocated the development of the Navy as the main means of U.S.coercive diplomacy to safeguard the interests of the United States and international security. This article will rethink Theodore Roosevelt,Navy and U.S.diplomatic policy in a different perspective.
