As a key element in building a modern nation,national capabilities are of great importance to state governance.The absence of national capacity has led to a weak state that is unable to provide political order and basic public goods and services,an important reason for the failure of state governance.However,the level of state governance is not directly proportional to the national capacity.Blind worship of state ability while neglecting its restriction.Under such circumstances,the over-expanded state capacity may lead to the state's pillaging of society and individuals.The result of the predatory state is the stagnation and recession of social and economic development,government failure.The policy of "shock therapy" in the Yeltsin era leds to the dissipation of the national capabilities of Russia,deprived the country of its ability to control and absorb necessary economic resources,restricted the necessary management of the country and the functions of regulating the economy.State capacity to provide the necessary systems and governance have been severely weakened,leading to large-scale rent-seeking,corruption,capture and criminal activities prevailed.Since the state can not provide a firm political and legal order,the state and society are in a state of disorder.Reshaping Russia's strong national capabilities and maintaining the country's effective guidance and regulation of social and economic restructuring are clearly the necessary conditions for Russia to get rid of the growing crisis of state governance in Yeltsin's era.After Putin came to power in 2000,it is precisely from the core issue of strengthening the building of the national ability to start with.By adopting such political,economic and social reform policies as establishing a new type of party system,reforming the federal system,strengthening the central power and cracking down on domestic oligarchs and restoring state autonomy,Putin rebuilt Russia's state capacity,and then made a strong adjustment to Russia's state governance model during the Yeltsin period.Putin's reconstruction of Russia's national capabilities has allowed Russia to get rid of political turmoil,economic recession and social disorder,restore and develop its national economy,and stabilize its political and social order.However,Putin's policies and measures to strengthen national capabilities have brought about new problems in state governance.For example,with the expansion of national capabilities,the state's intervention in social economy and its control are also increasingly strengthened,the overdependence of economic development on natural resources led to the "Dutch disease",United Russia party dominance,civil society shrinks,the state is gradually degenerated into "the hand of plunder" from the "hand of support".Whether Putin's national governance strategy can solve these problems and predicament depends on whether Russia can handle the degree of "national capabilities",that is,whether it can establish an appropriate boundary for national capabilities,depends on whether Russia can have a capable limited countries,undering the control of Putin.
