Affected by the planned economy and traditional egalitarianism,a kind of inherent in our public institutions pay system is increasingly revealing the fairness problem,incentive problems and social development level relative lack of disjointed.Therefore,it is very necessary to combine the development status of public welfare institutions in Harbin,and explore the salary system of public welfare institutions which are more in line with the needs of economic and social development in Harbin.This study uses the literature research method,investigation method,logical analysis method and normative research method and other research methods,mainly divided into five parts: the first part is the introduction part.This paper introduces the research background,research status at home and abroad,research ideas,methods,as well as research priorities and difficulties.The two is the analysis of the current salary system of public welfare institutions in Harbin.Taking Harbin public welfare institution H unit as an example,this paper comprehensively displays its current salary system.Three,in-depth analysis of Harbin public welfare institutions in the salary system problems and reasons.This paper analyzes the problems such as the confusion of salary management,the lack of incentive effect,the disconnection from the local economic and social development,the fairness and light efficiency,and probes into the reasons why the system dependence,the policy dependence of the system design and the tool dependence of the evaluation system are the main reasons.Four,Harbin public welfare institutions of salary system reform ideas and countermeasures.From the consultation mechanism of salary standard,the dynamic adjustment mechanism of salary mechanism and the pluralistic evaluation mechanism of compensation rationality,the paper puts forward relevant reform ideas.The five is the conclusion.
