A Study On The Reform Of Public Welfare Second - Class Institutions

In 2011 China’s psu reform the curtain went up on the institution classification reform basically completed in 2015. According to the degree of marketization of public welfare institution can be divided into the first-public welfare institutions and second-public welfare institutions.The second is more active than the first in economic activity,the cost and resistance of carrying out in-depth reform are relatively small,So the second will be the first to reform.Although the second’s reform conditions are relatively mature,but the distance from the ideal model of organization and a certain gap.The external challenges and internal challenges facing the reform. External problems mainly from the legal system is not sound and government regulation mechanism is imperfect. Internal problems are mainly the sponsorship of the single and constructing a blocked by corporate governance structure.Based on the reform are faced with the problem, this paper tries to put forward some Suggestions to push forward the reform of the second,such as reduce the barriers to entry of the second private non-enterprise organizations will delimit the second,give the equal status of civil subject, thus promote the construction of multiple subject.Hope that through this study, scientifically for the government reform and management to provide some inspiration, make A relationship with the government more reasonable, the operation is more flexible, regulation is more efficient, to activate the public service market, the public service market liberalization and equalization.
