Under The Background Of The Reform Of Public Welfare Second-class Public Institutions, Qingdao City Promotes The Development Of New Research And Development Institutions

The Second Public Institution is an important provider of social public service,and its reform and innovation is an important part of public institution reform.In recent years,a large part of the new-type research and development institutions that have developed vigorously have been set up as public welfare institutions of second class or have been registered as legal persons of Public Institutions,compared with the traditional public hospitals and other public welfare institutions,it is still in its initial stage.Due to the difference in concepts between the north and the south,management inertia and other reasons,the existing reform experience has been unable to meet the requirements of the new type of R & D institutions in the areas of sustainable development,activation of innovation,transformation of achievements,etc..The government’s countermeasures to promote the development of the new type of R & D institutions need to be constantly improved,the innovative power of the management and operation mode of the new-type R & D institutions is of great research value.This paper studies the reform measures,such as de-administration,endowing autonomy,and innovating system and mechanism,which are formed under the background of the reform of public welfare institutions,this paper analyzes the problems and causes existing in the development and operation of new type R & D institutions in Qingdao,such as single management mode,insufficient market concept and policy,lack of platform and network operation system,insufficient achievement transformation platform,insufficient development support for technology transformation enterprises founded by new type R & D institutions,insufficient collaborative inter-agency innovation resources,etc..In order to give better play to the innovation-driven role of new-type R & D institutions in the transformation of the economy’s new and old driving forces,to pool high-quality innovation resources,and to accelerate the transformation and upgrading of local traditional industries and the cultivation of new and emerging industries,this paper points out that the government needs to further strengthen its support,formulate supporting service policies,push forward the market-oriented allocation of development factors of new-type R & D institutions,and form a diversified development pattern with government guidance,social input and market operation,the suggestions are as follows: to strengthen the top-level design and strengthen the policy guidance;to establish a market-oriented evaluation mechanism for the local contributionof new R & D Institutions;To Guide the third-party operating platform to play a role in promoting enterprise-related services;to establish a new type of R & D Institutions Innovative Resources Public Cloud Service Platform to promote local cooperation;We will coordinate the operation of the Industrial Innovation Fund,accelerate the implementation of innovation,and activate the experience of private think tanks in providing services to enterprises and industrial organizations.
