As the aging population starts to pick up the pace,healthcare for the elderly has become a prominent social issue in China,and the advocacy of Medical Treatment with Healthcare(MTH)beneficial to meeting sorts of healthcare demand for the elderly,providing good foundationsfor the development of moderately prosperous society.Shanghai is the first mega city in China to have large aging population.The promotion of Medical Treatment with Healthcare has profound meanings in dealing with growing aging population and improving healthcare service in China.General practitioners who play an important role in providing MTH service should proactively engage in the cause,which is crucial to making MTH service better.This paper applies Maslow's Hierarchy of Needs,Welfare Pluralism,Embeddedness Theory,and theories of human rights.It analyzes the status quo of MTH in Shanghai based on the study of relevant documents and questionnaires conducted on general practitioners.It provides insights to current issues and their root causes.Currently there is no study on the role that medical staff,especially general practitioners,plays in the MTH service.This papers studies the practitioners and discusses the role they should in,which has significant contributions to the development of MTH service.Moreover,this paper brings out the policy that guarantees the basic salaries and lifts salary cap for general practitioners,and ideas of establishing a special fund for MTH service and encouraging the active engagement of general practitioners by re-pricing contents entailed in MTH service,and discusses the improvement of roles the practitioners play in MTH service.
