It was predicted that "the 21st century is the Pacific era",the Asia-Pacific region in this century has gradually become the focus of the world,it is a place of strategic importance. The unexpected end of the cold war also made India caught off guard, coupled with the domestic economic crisis,in 1991 the Rao government formally introduced "the Look East Policy" to seek international system changes through territorial political and economic expansion. With "the Look East Policy" as the starting point,India's main goal of" the Look East Policy" at the beginning was basically locked in Southeast Asia, but with the evolution of the policy,India gradually attaches importance to relations with China,Japan,South Korea and other countries, and makes them as strategic objectives.Until the early 21st century,India's "the Look East Policy" has entered the "east" stage from the "eastward" stage, and it was a step closer to India's goal of realizing its "Great Dream".This paper takes India's "the Look East Policy" as the research base, briefly discusses the policy background, content, characteristics, progress, strategic objectives and the impact of the surrounding countries and regions including China, including economic, political and cultural aspects,in this,it takes the impact of China as the focus of analysis, focusing on China's response to this policy measures. This article mainly discusses "the Look East Policy" from the following four parts:In the first part, the article first introduces the background of India's "the Look East Policy" from the historical origins, the geopolitical interests of India in Southeast Asia and the need of economic development in the northeast, then it introduces the content, characteristics and strategic objectives of "the Look East Policy" in detail, the last part analyzes the progress and achievements of the "east" stage and"eastward" stage of "the Look East Policy".In the second part, the article first describes the influence of India's "the Look East Policy" on the security situation in Southeast Asia with Myanmar,Vietnam,Thailand and Singapore as an example. And then it analyzes the impact of the policy on the"India-Japan","India-Australia" and”India-US(foreign powers)" groups of bilateral relations. In the third part, the article mainly focuses on the influence of India's "the Look East Policy" on China.First,it analyzes the geo-factors which influence the Sino-Indian relations by using the analytic hierarchy process(AHP),and then lists the four effects of the policy on China:Directly threaten the security of our strategic channel, squeeze China's maritime strategic security space, affect the economic and trade cooperation between China and neighboring countries headed by Southeast Asia, increase the variables in China's security environment in Southeast Asia and complicate the dispute in the South China Sea.In the fourth part, the article mainly discusses how China should deal with India's"the Look East Policy".The Chinese government should respond to the policy of "the Look East Policy" mainly from deepening China's policy in South Asia, ensuring the safety of strategic channels, expanding the impact of China's implantation in the ASEAN region, carrying out all-round diplomacy, and strengthening economic construction, national defense construction and soft power construction to ensure security. Finally,in the conclusion of the article, the author reiterates that in the anarchy of international politics, any foreign policy introduced by any country at any time is centered on the realization of its own national interests. This article emphasizes the need to treat India's "the Look East Policy" in a fair and objective manner, its development and its influence on neighboring countries and regions, especially on China. The rise of China and India has become an indisputable fact.In the future development of Sino-Indian relations,it is necessary to guide the five principles of peaceful coexistence, achieve good neighborliness and create a stable and well surrounding environment in order to achieve the goal of "two hundred years" and a great rejuvenation of the Chinese nation.
