Under the guidance of multilateralism diplomacy, soft power and regionalism, by using the researching method of administrative level analysis, through the discussion in portrait and landscape orientation, from the point of view about the particularity of the era, the institutional characteristic of EU, the constructive mechanism of the external policy in EU and the transformation of the relation between US and EU, The article will analyze the contents and practice of EU'S policy in the middle east in the post cold-war era. The article consists of five chapters except the guide and the conclusion.The first chapter will expatiate the constructive basis of EU's policy in the middle east in the post cold-war era from the theory, practice and mechanism. It indicate that the multilateralism, soft power and regionalism be the three ideas embed in the EU's policy in the middle east, the movement of the situations in the region and the world is the important factor relevant to its policymaking, the policy-making mechanism is the institutional factor.The second chapter indicates that though EU's policy in the middle east originate from the policy of European community in the cold-war times. But there are many significant difference between them owing to the transformation of the times and the leap of its strength.The third chapter not only sum up the basic content and characters of the EU's policy in the middle east in the post cold-war era, but also analyze its influence.The fourth chapter will indicate that EU's policy take on three attributes(integrity, system and stratagem) based on classifying it into five aspects according to landscape orientation, namely participating in the construction of cooperation institutions in the middle east, settling the disputes in the region(such as the conflict between the Palestine and Israel, the nuclear problem of Iran and issues about Iraq, etc.), dealing with the relations with Israel and Turkey cautiously, resisting the terrorism and preventing the diffusing of mass destructive weapons.The fifth chapter indicates that there lies in three factors restricting the function of EU's policy in the middle east, including the defection of policy-making, the turbulence in the middle east and the intervention of other powers in the region. But the article also point out that EU have the ability to overcome these obstacles based on certain efforts.Founded on these analysis above, The article make six conclusions: First, the policy in the middle east of EU in the post cold-war era is the reaction to the development of the era, and its formation and evolution not only restricted in the orientation and speed of the process of incorporation in EU, but also enslaved to the world structure and the situations in the Middle East Second, there are obvious difference for the policy in the Middle East about EU and EC. EU's policy in the Middle East have become independent since the end of cold war. Third, EU's policy have experienced the course from formation to regulation and perfection. Fourth, EU's policy in the middle east attach importance to the use of multilateral diplomacy, persisting in implement the stability and development in the region by UN and other multilateral organizations based on the international laws and rules. Fifth, EU think much of the use of its soft power for accomplishing its strategy interests in the post cold-war era. Sixth, from the point of view about the intercourse theory among different civilizations, the article indicates that the EU's policy in the Middle East is the important attempt to explore new intercourse pattern among different civilizations.
