In the contemporary era, people's understanding of the strategy is more profound, the connotation and extension of the strategy are also enriched, arid its vision has expanded from the military field to the strategic areas such as politics, economy and social development. This is inseparable from Clausewitz's "On War".The book "On War" is considered to be the pioneering work of modern strategy,in which "War is nothing but a continuation of politics with the admixture of other means" this argument has a profound impact on whole worlds strategic thinking. On this basis,Liddell Hart proposed an indirect approach of the grand strategy theory. This led to people focusing on the grand strategy. The values of peace and people's livelihood in Liddell Hart's indirect approach theory also provides a new way for the study of contemporary strategic philosophy. With the development of historical practice, the contemporary philosophy of strategy puts forward "five transformations" and "one core",which is embodied in the combination of instrumental and value rationality.Through comparative analysis, this paper compares the strategic thinking of Clausewitz's "On War" with Liddell Hart's indirect approach theory and contemporary strategic thinking, and summarizes the three aspects of means, goal and value theory. This paper aims to give a reasonable answer to the significance of the formation of the grand strategy theory of Clausewitz's "On War".The article is divided into five parts, the first part as an introduction to the background of Clausewitz."the theory of war"and the formation and development of Chinese and Western strategic thinking to sort out the state. The the following three parts are the main parts, respectively from the three aspects of means, goals and value theory.combined with Liddell Harts indirect approach theory, contemporary strategic thinking theory and methods of comparison. Then by exploring Clausewitz's "On War" the significance of the formation of strategic theory can be summarized. The final part gives a conclusive orientation to the strategic thinking of Clausewitz's "On War",that is,Clausewitz's "On War" plays a role in the transition to the formation of the grand strategy, which is also a bridge to Liddell Hart's indirect approach theory. The understanding of the relationship between war and politics in "On War",which opens a new direction for strategic research-considering military strategic issues for political purposes. Then it can rise to the national level to consider strategic issues, for the formation of a large strategy to provide a premise.Because of that,Clausewitz's "On War" laid the foundation for strategy in economy, social development and other fields of expansion. Therefore Clausewitz's "On War" forms the basis of the grand strategy theory.Later strategic researchers also rely on this basis when continuing to explore the grand strategy theory.
