Liang Shuming's Thought On Rural Governance And Its Practice Research

From the beginning of human society,how to achieve the smooth operation and healthy development of society has always been the issue that the rulers must face and solve.The dynasties of the reformers and social thinkers also spare no effort to plunge into the tide of social change to contribute to the government and social governance with suggestions,and even some people who are actuated by high ideals have paid a painful price.Though suffered a lot,but this change of dynamic stress is timeless,continues today.Of the party since eighteen,the CPC Central Committee attaches great importance to the overall situation of social operation,social governance as a hot issue has been raised,which replaced the previous word "social management".In the third Plenary Session of the 18th CPC Central Committee "on deepening reform of the overall number of major issues",The new concept of "social governance" is expounded.As an important part of social governance,rural governance is becoming more and more important.The Party Central Committee and the State Council is extremely concerned about the "three rural issues",it has always been the top priority of the party's work.At the meeting of the central rural work conference in December 20,2016,general secretary Xi pointed out:we should always pay attention to the "three rural" work,continue to strength the strong agricultural signal;to accurately grasp the new situation of the "three rural" work,to further promote agricultural supply side structural reform."Using history as a mirror",this paper aims to explore the rational core of Liang Shuming's "rural governance" thought,and put it in the context of "social governance".The key of Liang Shuming rural governance thought,on the one hand is to explore the rural governance structure,on the other hand also lies in the discussion on the deep culture.Only in the cultural and structural complement each other,we can achieve the desired results."Take the essence,to its dregs",which has the valuable reference for the contemporary rural governance and social governance.This paper is divided into seven parts:The first chapter is introduction.Including the research background,research purpose,research significance,literature review,research design,the definition of core concepts and theoretical perspective.The second chapter is the background of rural governance thought formation.This paper analyzes the rural governance thought of the social background,from aspects of economy,politics,culture and life specifically elaborated the rural life situation at that time.The third chapter is the rural governance theory.This paper points out that the top priority,rural governance thinking method and specific key.The fourth chapter is the characteristics of rural governance thought.Liang Shuming advocated the exclusion of "western theory",the restoration of the traditional"old truth",the role of education,while relying on external forces,and constantly highlight the importance of "rural people".The fifth chapter is the rural governance practice.Liang Shuming first proposed the "four characters of rural construction,the formation of the Shandong Rural Construction Research Institute in Shandong,Zouping,Shandong rural construction experiment was carried out in Zouping,according to local practice,put forward a lot of relevant measures and theory about rural governance.The sixth chapter is the rural governance ideas of contemporary enlightenment.That Liang's thought of rural governance in contemporary social governance under the background of the theory still shines with brilliant,formulate specific measures related to "social governance" has some reference significance for the national level.The seventh chapter is the conclusion.On the basis of summarizing the full text,this paper summarizes the basic ideas of this paper,points out the shortcomings of this study and further research directions.
