Research On Beijing Municipal Government Purchasing Public Welfare Services Of Community Libraries

At present,with the continuous improvement of people's living standards,people will naturally begin to pursue a better spiritual life after their material lives improve.At this time,the community library as a part of social public cultural facilities began to play an increasingly important role in meeting the cultural needs of community residents.However,due to government agencies' backwardness in operation and management concepts in community library operations,and lack of sufficient attention,in order to make up for these problems,community libraries can better play the role of community residents as the "second living room" At the same time,in order to reduce the burden of government agencies,this has created a demand for the government to purchase community library-related services from social forces.From arranged to purchased,it is the current path of social welfare service supply in China.In the future,China's social welfare supply will definitely change from the government's single supply model to a multiple welfare theme supply model.In order to better analyze the above problems,this article first introduces the theoretical basis of welfare pluralism theory,public choice theory and related concepts of government purchase of public services,then this article will use literature research methods,case analysis methods,field investigation methods and other methods to Analysis of the typical community libraries in Dongcheng District of Beijing,combined with questionnaire surveys and chart analysis for community residents,pointed out their experience and deficiencies in operation,and used it as a practice in government purchase services Propose improved countermeasures.In this article,it mainly points out that the community library has information release limitations,lack of venue guarantee,and cannot fully meet the needs of the citizens.In the following,the questionnaire survey is used to analyze the residents' views on the library.Afterwards,this article analyzes the benefits and remaining problems of the community library in Beijing after introducing the management thinking of the government to purchase services from three perspectives of the government,non-profit organizations and the public,and through relevant domestic cases It analyzes the advantages of the library after the government purchases the service and the improvement of the service level of the public library.Since then,in developed countries and regions,the government has a longer history of purchasing public services than domestic ones,and the system construction and practice are more mature and complete than domestic ones.The experience of system construction and the successful experience of the Singapore Business Center Library provide a reference for the government purchase services of domestic community libraries.Finally,based on the above mentioned domestic successful experience,shortcomings and foreign successful experience,combined with the actual situation faced by the domestic community library,this article from the perspective of government purchase services and community library itself,for the community library The government's practice of purchasing services suggests countermeasures.
