Study On The Supply Of Public Services In Urban Community Of Kunming City

Community public service refers to the social and public services that society provides for the needs of the community,as well as includes the shared ones which community makes arrangements by oneself to satisfy its own needs.It has welfare,public,service,and regional characteristics.The current community public service in Kunming City is mainly composed of the services provided by the government based on the service centers(stations)for the people,community volunteer services,community party-building services,and other services being convenient and benefit for the people,etc.Corresponding to the diversity of community services is the common participation of government-led community organizations,social organizations,enterprises,and residents.In reality,the supply of community public services in Kunming City has tried many innovations and explorations,and achieved certain results.For example,the network serving for the people and development of regional building of party that take the "Service Center for the people" as the backbone have expanded many convenient and beneficial services for the people,and improved efficiency of community service provision,etc.However,there are still many outstanding problems such as the conspicuous contradictions in structural demands,inadequate supply of basic public service facilities,and insufficient social participation.I believe that it results from the unclear positioning of the responsibility of the community public service providers;lacking guarantee of institution like matched policies and regulations,good assessment and motivation mechanisms and so on;unsmooth of expressing channels for residents’ demands;and the shortage of human and financial resources in the provision of community public services,etc.Therefore,this article mainly focuses on analyzing the status of several kinds of service contents of urban community public services in Kunming City,and sums up the existing problems and main reasons for the supply.Integrating main body of supply,supply platform,and diversified supply network,then combining matched security system.absorbing administration via services,and promote social participation,to build a supply situation of the diversified urban community public services with “government lead,social cooperation,and citizen participation” for supply of urban community public services in Kunming.
