Researching On The Outsourcing Of Public Services In The Community Governance

The 18 th National Congress of the Communist Party of China put forward the idea of establishing the social governance institution featuring the leadership of the party committee,the guidance of government,social cooperation and social security.On 2014,the Shanghai municipal commuity put the priniple of innovative social governannce and strengthening grass-root construction as the first lesson,undergoing ten-month research and publizing 1+6 document.Due to the advantages of outsourcing public services displayed in the fields of downsizing government departments,reducing the costs of finance,and improving the efficiency of services and the like,it has gradually been employed by government as one of the important tool to transform government's function.What's more,our conutry also mobilizes more social social forces to be parts of providing public services and promotes the establishment of service-oriented government by strengthening the outsourcing of services in a practical way.Fengxian District raises the work demands of " three settings,two reduction and one improvement"-people setting,position setting,salary setting,total staff reducing,gross payroll reducing and the quality of staff improving.It is required that all people who are rehired after retirement be cleared out,the number of unauthorized personnel be decreased and controlled in three years.The article,based on the mentioned background and taking Jinhai Community,Fengxian District in Shanghai City as an example,analyzes the problems and reasons behind them of outsourcing public services in our country's community governance,raises the advice and provides beneficial reference for outsourcing public services to improve community governance by analyzing and studying the outsourcing of public services in the community governance especially the outsourcing home-based care services and by means of literature research,interviewing and cases study.The article can be divided into introduction and other six chapters.The introduction mainly describes the research backgrounds and significance of the article,retrospects the research status of outsourcing public services in the community governance,informs of the objectives,ideas,approaches and technical routes of the research,concludes the innovative points of the research and straighthens up the weaknesses.The first chapter tells about the concept definitions of commumity governance,public services and outsourcing public services.It also raises the main basic theories of the research-the theories of public governance and public choice.The second chapter narrates the status of outsourcing public services in the community governance,lists the policy changes,range of application and typical models of outsourcing public services in our country and discusses the fruits attained in outsourcing public services by far.The third chapter,by analyzing the current status of outsourcing public services in community governance of Jinhai Community including the numbers,the budgets,types and subjects of outsourcing services and in particular taking home-based care servies as an example,studies how outsourcing public services in Jinhai Community is exercised.The fourth chapter presents the existing problems of outsourcing public services in the community governance and analyzes the reasons.The fifth chapter raises advice of dealing with the problems of public services.The sixth chapter conducts further narration about the conclusion of the article,reflects on the main demerits of the study and raises hopes for the future of the research.The article concludes the problems of outsourcing public services in our country's community governance such as lack of understandings towards transforming government functions,difficulties in defining the range of application of outsourcing public services,the weak power of individuals to outsource and corruption breedings.The reasons behind these incorporate five parts: the lack of transforming government's function,difficult definition of range of application in outsourcing public services,inadequacy of training social organization,insufficiency of regulatory mechanism and the scarcity of performance of appraisal.Grounded in the mentioned,the article raises five detailed suggestions: the first is to quicky transform the function of government,the second is to determine the range of application of outsourcing public services,the third is to quickly lead and train individuals to outsource public services.The fourth is to perfect the regulatory mechanism and the fifth is to build the mechanism of rewards and punishment.
