Analysis On The Provincial Patent Subsidy Policy And Its Effectiveness In China

Intellectual property development is in full swing,especially patent development has become the primary task of regional economic development.In order to encourage patent creation and application,various provinces and municipalities have undergone several rounds of revision since Shanghai took the lead in implementing the patent subsidy policy in 1999,and the patent subsidy policy has been gradually improved.In the initial stage,the policy has played a positive role in promoting the growth of the number of patents.However,with the development of the social environment,a series of problems and debates,such as the unsynchronized development of patent quality and quantity,the patent bubble and the insufficient implementation rate of patent industrialization have been brought into the public view.The issue that people from all walks of life pay more attention to is:What is the overall development trend of China's patent subsidy policy?What are the differences between different regions?What are the problems with the existing subsidy policies?What is the function of China's current patent subsidy policy?How effective is it?In order to better achieve the goal of building a strong province and a strong country with intellectual property,what measures should be taken and how to improve relevant policies?Under the background,this paper systematically combs the predecessors' research and related theories,and clarifies the content of the current patent subsidy policy in 30 provinces(except Hong Kong,Macao,Taiwan and Tibet),basing on the panel data of 30 provinces and cities in China from 2001 to 2017,through index selection and policy quantification,and using grey correlation analysis to analyze the function of the patent subsidy policy.Finally,drawing a beneficial conclusion that the patent subsidy policy is related to each index.Based on this,we construct an evaluation system of patent subsidy policy,which includes all the above indicators,and use the method of entropy to evaluate the effectiveness of the policy in various provinces and municipalities.Finally,it is concluded that the policy is generally effective,but its effectiveness is insufficient,the implementation effect is decreasing from east to west,and the policy effect is greatly influenced by the basis of policy implementation but is weakly affected by the content of the subsidy itself.Furthermore,this paper uses the descriptive analysis method to explain the mechanism behind the effect of patent subsidy policy.Based on this,combing with the previous analysis,this paper puts forward some countermeasures and suggestions,such as step-by-step policy reform,sub-regional policy reform,and integration of patent subsidy management system,in order to provide reference for the future reform of patent subsidy policy and the improvement of patent system in China.
