Research On The Improvement Of Emergency Management Ability Of Sanyuan Community In Chengdu

As a fundamental component of a city,urban community is the main place for residents to live and work,and thus its security constitutes an important part of urban security.However,there exist many problems,risks and even crises in the rapid development of urbanization economy and society.When a crisis occurs,the community becomes the first site to deal with the emergency and a concentration place of conflicts among the residents,who at the same time have to tackle with the direct influence of the crisis.Due to the inadequate management over risks in the city and lack of security and risk prevention awareness among the citizens,communities are still in short of knowledge and capacity to handle emergencies.Consequently,promoting emergency management ability of communities is of great importance to alleviate the negative impact,restore social order,and reduce the remedy cost paid by the government.Based on the existed research,this paper states and summarizes the elements of community emergency management ability.Taking the Sanyuan community of Shiyang Street of Chengdu High-tech Zone as the research object,the paper deeply analyzes the present situation of the various core elements of the emergency management ability of the Sanyuan community.Analyze the weight by using the analytic hierarchy process(AHP)and collect data through the questionnaire method,and then,according to the result of data processing,extract some practices and worthy experience on emergency support capacity,monitoring and early warning capacity,information processing capacity and early disposal capacity of the Sanyuan community.At the same time,it analyzes the deficiency in the construction of the emergency management capacity of the Sanyuan communities,and analyzes the deep-seated causes of the problems,such as the heavy work at the grass-roots level,the singularity of participants,the lack of integration of resources,the game between the participants got stuck,and so on.According to the analysis of the reasons,the paper puts forward the measures and suggestions on how to further enhance the ability of community emergency management from four aspects: first,to lighten the burden of the community and enhance the ability of emergency mobilization,and second,to promote the diversity of the participants and the ability of emergency response.The third is to coordinate and integrate resources to enhance the ability of restoration and reconstruction,and the fourth is to strengthen educational propaganda and enhance the ability of emergency cognition.In a word,to improve the ability of emergency management in Sanyuan community,we should change the emergency management system from the government oriented community emergency management system to the community emergency management system,whichpays equal attention to prevention,response and recovery,and the coordination of multiple subjects and the integration of resources.Only by optimizing the community emergency management system,can the community's emergency management ability be improved.
