A Study On The Evaluation Of Emergency Preparedness Capability Of Lhasa Urban Community

In recent years,with the continuous vigorous development of the real economy in the world and the steady promotion of economic globalization,various risk factors that may affect the global uncertainty,such as social security,economic security,public security and ecological environment security,are also increasingly intensified.No matter in the international or in the domestic,all kinds of social emergencies occur frequently.Emergency management is becoming more and more important.As the starting point of emergency management,emergency preparedness lays a firm foundation for the smooth progress of emergency management.As the capital city of China's Tibet Autonomous Region,Lhasa is the political,economic,cultural and religious center of Tibet,as well as the sacred place of Tibetan Buddhism.With the in-depth implementation of the strategy of large-scale comprehensive development of resources in the western region,the western region has become a new growth point of China's economic development.More and more migrants have come to Lhasa to travel or work,and Lhasa has become a multi-ethnic city.Enhancing the emergency preparedness capacity of the urban community of Lhasa can not only improve the emergency management level of the urban community of Lhasa,but also promote the daily community management of the urban community of Lhasa,and they will be able to calmly respond to emergencies.Urban community as the main entry point to Lhasa,this study on the deep insight into Lhasa urban community emergency preparedness work to carry out the situation,on the basis of based on the Lhasa urban communities,deep have realized the importance of emergency preparedness in emergency management and the status and role,focusing on the analysis of emergency preparedness phase should have the ability,According to the seven dimensions of emergency preparedness procedure,the emergency preparedness capacity of the urban community in Lhasa was evaluated.Through interviews,questionnaires and other methods to find out the shortcomings of emergency preparedness in the urban community of Lhasa,and in-depth analysis of its causes,put forward countermeasures and suggestions to improve the emergency preparedness capacity of the urban community of Lhasa.It provides reference for Lhasa urban communities and even other urban communities to improve emergency preparedness and emergency management.On the basis of public crisis management theory,emergency management theory and the 4R model of Robrt Heath,this study studies the emergency preparedness capability of Lhasa urban communities.First of all,through reading and sorting out the relevant studies of domestic and foreign scholars on emergency management and emergency preparedness as well as community emergency preparedness,combined with the actual situation of Lhasa urban communities,the background and significance of this study are summarized,and the relevant studies at home and abroad are reviewed,so as to provide a clear idea and clear research methods for this study.Secondly,urban community,emergency preparedness and other related concepts are defined,combined with literature review and theoretical basis,by consulting experts,the specific index content involved in the emergency preparedness index system of Lhasa urban community is screened out.Again,the interview method is adopted to Lhasa city community emergency preparedness work in this field,at the same time build contains six indicators,14 secondary indicators and 28 tertiary index of Lhasa urban community emergency preparedness capacity evaluation index system and design the questionnaire,the survey of urban community residents of Lhasa,and using fuzzy comprehensive evaluation method of the questionnaire data sorting.Combined with the interview method and the questionnaire survey method to get the final comprehensive assessment,found the emergency preparedness capacity of the urban community in Lhasa and the causes of the deficiency.Finally,this paper reviews the whole research and development process of this study,summarizes and looks forward to it,and puts forward countermeasures and implementation suggestions for emergency preparedness capacity building of urban communities in Lhasa.Through empirical research,it is found that the assessment results of emergency preparedness capability of Lhasa urban communities does not have a high opinion of it.The emergency preparedness capacity of the urban community in Lhasa is relatively good in the aspects of risk assessment,emergency support and publicity and education,but needs to be strengthened in the aspects of organizational building,contingency plan building,monitoring and early warning and emergency drill.The specific existence of emergency management department is not perfect;Community map is not perfect;A lack of public perception of emergency plans;The construction of emergency early warning system is insufficient;The coverage of emergency drills is small and emergency training is relatively few.In view of the above existing problems put forward the corresponding suggestions,mainly reflected in the city community level and government level two aspects.At the level of urban community,it is proposed that Lhasa urban community should attach importance to the construction of emergency preparedness capacity.A well-established emergency management unit;Perfecting the drawing of community map;Emergency plans should be made public aware;Improve residents' awareness of emergency drill;Strengthen emergency training;Keep close contact with multiple subjects and so on.At the government level,it is suggested that the government should provide material and financial support for community emergency management.To enhance the overall quality and skills of community staff;Organize the development of capability assessment index system;To establish a sound long-term mechanism of community evaluation work and so on.
