Research On The Construction Of Behavioral Culture Of Grassroots Civilian Police

In the context of the great development and prosperity of socialist culture,the culture hasbecome the important source of national innovation strength,the adhesive of national cohesion,and the core support of national spirit.The horn of constructing a cultural powerful country is sounded,people of all nationalities are striving for achieving this ambitious goal.Since the police culture was first proposed on the Ninth Congress of the Public Security Representatives,the development of police cultural has made considerable progress and also made some achievements.A suite of good works about police appearing,a batch of outstanding people’s police constantly springing up and good image of the police deeply rooted in people’s hearts—these all continuously push forward the development of public security.However,the society is in the period of "three overlay",which will lead to instability factors and temptation of interests,constantly impact the primary police.A small fraction of primary police with infirm ideals and beliefs,whose manners gradually deviate from the correct direction,are showing some bad behavioral habits.For instance,rough law-enforcement behavior and coarse language have a strong impact on the image of the people’s police,that damaged the harmonious relationship between police and the public and impeded the development of public security work.This paper mainly introduces the theoretical basis of the behavior culture construction of primary police,also interprets the main concepts,characteristics,forms and functions of behavior culture and researches the current situation of behavior culture construction of primary police,then obtains good plan to solve the problem by analyzing the reasons.Specifically,based on the definition of the key concepts of the behavior culture of primary police,this paper analyzes the characteristics and comprehending the historical origins of development and masters the effects of specification of the primary police’s behavior.Following,supporting by political guiding theories and academic foundation theories,it takes advantage of relevant research methods such as field investigation to analyze the characteristics and forms of primary police’s social life behavior and reveal the problems and causes of the construction of primary police’s behavior.Combined with my own experience,it establishes the principles of behavior culture construction and seek a way of making decision to regulate primary police’s behavior and establish good behavior culture.On the writer’s own practice experience,the theoretical deduction is made based on the document research and empirical study.Analyze the causes of primary police’s misconducts to gain achievable standardize measures and to provide a reference for the primary public security organs regulate police’s behavior.In the end,hope that my own humble opinion can draw forth by others.
