Currently, at the special period of cultural development and cultural reform, theparty’s18and eighteenth Third Plenary Session attaches greatest importance oncultural development and cultural reform. Adopting the cultural method is theinevitable choice of social development. Police culture is an important part of China’ssocialist cultural construction and. police culture is a necessary part of policemodernization. Therefore, therequirement for the work of police.However, the real life practice of the police has such deficiencies as formalities,and blindness. The low level of police culture theory, poses another challenge asthe current literature findings, suggest that the focus of cultural studies is policeculture connotation while little attention has paid to the impact of police culture andthe role it could play in the society. This severely restricts the practice of policeculture.Differences in Chinese and Western cultural values lead to different policecultures, for example, China’s research studies mostly focus on police cultureconnotation while Western culture focus on the application of police culture onguiding the behavior, there is a fundamental difference between the two. To this end,this paper looks into the Chinese cultural studies and tries to find the a majorimpact of Chinese and Western culture from the branch form, and explained on thebasis of how the formation of different cultural traditions of the police, andaccordingly proposed development paths of the police culture, police culture todetermine the future of the dominant values.The first part of the article is an introduction,. It describes the background,purpose and significance of essay and, analyzes the current status quo of China’spolice culture studies, the current police culture research and practice situation, theurgent need for a new police culture research.The second part is the theoretical basis of this article, introduces the culture, theculture and civilization, police culture and civilization as well as the concepts and features police culture, from culture to compare ancient and modern, Chinese andforeign police to determine the Western cultural understanding of different culturesperspective, and ultimately determine the understanding and writing of this article theperspective of the police culture.The third part introduced both in the police culture that exist in the developmentof different manifestations. Based on these different manifestations, fourth part ofdifferent sub-cultural patterns of police culture has important implications for bothexisting and highlights. The fifth part is a summary of the third and the fourth part isforeshadowing of Part VI. Which describes the common values and culturalfactors in the Western police and focus on analyzing the performance of five differentaspects of both exist.The sixth part of the article is the focus of this article and it explains theauthor’s point of view on the development of police culture, the future developmentof our country should be established police culture values "service, openness,cooperation," which are the three stages of development and this is a necessarycultural development of our police, and our ultimate goal is to establish a culture ofcooperation between the police, which aims to establish a good relationship with thepublic, and improve our current troubled relationship with the public has an importantrole.
