A Study On The Status Of Public Security Culture Construction And Countermeasures

At present,whether it is the research on the construction of police culture in the theoretical circle or the practice of the construction of police culture in the practical circle,there are some problems that are not deep and sufficient.Resulting in,the construction of police culture lags behind the needs of public security practice and team development.police culture construction is a key component of the construction of the public security team,guiding the public security organs and their people's police to shape the image and style.Under the background of “cultural powers” and “educate the police with culture”,it is imperative to strengthen the cultural construction of public security organs.Through investigations and studies in S province,it is found that the formalism,light material construction,and insufficient understanding of police culture,and there is the typical problem that the "mass line" is not well implemented.Therefore,the orientation of strengthening police culture construction is established.Based on the results of previous literature research,the research logic of this paper is established,that is—public security culture construction is not in place,and the causes of police culture construction under current conditions are analyzed to propose how to build a culture that meets the needs of public security development.The method of combining theoretical analysis and practical analysis is adopted,and the methods of literature research,investigation,case analysis and interdisciplinary research are employed.Through collecting and sorting out the conference spirit,papers,works and other documents,theoretical support is gained;Take s provincial public security organs as an example,through social surveys such as questionnaires and interviews to government agencies,grass-roots frontline police and teachers and students of public security colleges,the current situation is grasped;Through the case study of Jinan traffic police and other typical cultural brands,the formation reasons are analyzed.Therefore,the countermeasures and suggestions to strengthen the construction of police culture are put forward:The first is to carry forward the socialist core values as the direction,to cultivate the public security police professional identity and sense of honor as the main way,to carry forward the excellent traditional culture as an important supplement,to strengthen the ethical foundation of the construction of police culture;The second is to enhance the "soft power" of public security organs' culture in an all-round way,to deeply plant cultural shaping and cultural guidance in public security education,and to establish public security cultural brand and personnel training and use mechanism followed the general task of public security;Third,the normalization and specialization of police culture construction should go hand in hand,and special departments should be established to carry out systematic police culture construction work.Meanwhile,the material investments for police culture construction should be guaranteed,and a police culture development mechanism with the characteristics of the times should be established;The fourth is to reflect the party spirit and rule of public requirements of the police culture,continue to strengthen the engine function of "party building promotes team building",and further expand the channels and mechanisms of communication between the police and the public.To sum up,the systematic construction of police culture from material,system,behavior to spiritual level is imperative.
