The impact of the emergence of international organizations on international law has led to a change on the authority of Article 38 of the Statute of the International Court of Justice.With regard to customary international law,although international organizations have not completely escaped the restrictions imposed by the state and reached the point of creating customary international law,they have also changed their methods of adopting resolutions,declarations,and other acts that have changed the way customary international law was formed.At the same time,international organizations have also tried to create behaviors conventions that belong to the international organizations themselves without going beyond national jurisdiction.Although this practice cannot be seen as part of the customary international law,the emergence of such practices is of normative value to the international organization itself.
