Brexit may be considered as a turning point in history.Why Britain adopted a referendum to decide the future of UK-EU relationship? The analysis of the referendum's rationality shows that the decision-maker had the intention to use the referendum to achieve a series of political purposes,including public political,realistic electoral and diplomatic purposes.Some institutional reasons show that the way Britain could adopt was limited by the objective reality of declining institutions.In this case,one referendum was necessary to save present crisis of legitimacy,direct democracy was essential to make up the failure of representative democracy and devolution of sovereignty from EU was asked.While searching in the political game process,in which every political game player fought and compromised with each other,the findings are that the referendum way was adopted as a result of internal contradiction of the Conservative Party,external competition with the Labour Party and United Kingdom Independence Party and games between Europhiles and Eurosceptics in the government.In a word,the EU referendum,as the result of objective declining institutions,had its rationality and experienced a complicated political game process.From reflections on the typical case of EU referendum,the paradox of simple options and complex issue in referendum theories shows prominently,and the realistic limits in referendum practices require to clarify the application scope of referendum.
