As the world's highest-level regional integration organization,the integration of the EU's political,economic and cultural integration can be as an exemplary in the world.Due to its relatively fast economic development,neighboring countries want to join.However,when the number of EU member states increased steadily,the United Kingdom made a referendum in 2016 to decide whether to stay in the EU,which shocked the world.At this point,the contradictory relationship between the UK and the EU really came to the stage.According to the results of the referendum,Article 50 of the Lisbon Treaty stipulates that the United Kingdom should submit a formal request for a Brexit document to Europe,and after that,the EU can formally leave the EU.Before leaving the EU officially,the UK needs to negotiate with the EU on everything related to the EU,reach an withdrawal agreement and bring it into force.As one of the most important events in the world in recent years,the reasons for Brexit and the negotiation process are worth studying.At the first,I will concentrate on the background,the reasons and results of the referendum.After that,the Britain and the EU began to negotiate for Brexit.In second,the paper focus on the first phase of the Brexit negotiation.There are three key topics during the first phase,financial settlement,In the first stage,the talks focused on three core issues,namely,Britain's separation from EU financial settlement,civil rights and Northern Ireland's border issues.For the first two issues,they reached a phased consensus.But on the border issue of Northern Ireland,the two sides only reached an overall goal,that is,never to establish a hard border between Northern Ireland and Ireland.In the second stage,the main contents of negotiations concentrate on the transitional period of Britain and the future relationship between Britain and the EU.For the Northern Ireland issue left over from the first stage,the two sides reached a backup plan.With regard to whether and how long the transition period should be given to Britain,the two sides finally reached a transition period of 1 year and 8 months after Britain's withdraw from Europe,which ends at the end of 2020.On the issue of future relations between Britain and Europe,the UK and the EU have reached a future plan with the "Checks Plan" as the core.At the European Union Summit in November 2018,the British and European sides issued a joint announcement announcing the withdrawal agreement.Although the two sides finally reached a consensus on Brexit,the two sides had great differences in the actual negotiation process.The controversy within the UK also hindered the negotiations.After the conclusion of the agreement,especially the British Parliament repeatedly blocked the adoption of the withdrawal agreement.By sorting out the negotiation process and the voting process of the withdrawal agreement in the British Parliament,we can see the complexity of the Brexit negotiation and the contradictions between Britain and Europe as well as internal contradictions.The two-year negotiation period has come to an end.And the EU has renewed its six-month extension on British application.But the final outcome of the withdrawal agreement remains unknown.Given the fierce struggle in the British Parliament and the strong position of the European Union,we have to wait and see if the withdrawal agreement can be passed,even if the British Parliament has vetoed the possibility of non-agreement.
