As the earliest regional counterpart support in China,counterpart assistance has been established as a formal institutional arrangement for more than 20 years.Since the founding of the new China,Tibet has been in a backward position in the economic development of Tibet,and the gap between them is very large.For this reason,the central government began to provide counterpart support to Tibet and developed it into a crucial strategic plan for the country in the following time.In 1951,the smooth arrival of the people's Liberation Army in Tibet marked the liberation of Tibet.Since then,the development of Tibet has been a key issue of central concern.In Tibet,many policies have been carried out in Tibet.Under the correct guidance and positive promotion of the party's thoughts and policies,the economic and social development of Tibet has been made fast.In the third Plenary Session of the 11 th CPC Central Committee,it was held in 1978.Since then,the policy of national reform and opening up was carried out like a raging fire.The Central Committee,in order to better implement the policy of Tibet,accelerated the development of all aspects of Tibet.In 1979,the national border defense conference was held in Beijing.The concept of "counteraid support" was put forward at the meeting,and it was in the following time.The six Tibet work symposium was held in Beijing,of which the most important role was the third Tibet work symposium held in Beijing in July 1994.At the forum,the system was formally established,and the policy of "partial responsibility,counterpart collection,regular rotation" for Tibet's counterpart collection was formulated.The central authorities have also carried out specific arrangements for the work of counterpart and aid,making the central organ and the government of the government of the Tibet autonomous region support the direct government.As a formal system,the counterpart and aid collection began to enter the historical process.Since then,with the passage of time,the political structure of foreign countries has changed greatly,and the political and economic pattern in China also presents different forms.What can we do in the new international and domestic social environment to further implement the policy of counterpart and aid,however,there are many problems and different views on the policy of counterpart and aid to Tibet at the same time.This article first combed the formation and development of the policy of counterpart and aid,followed by the analysis of Beijing City counterpart support in Lhasa city in the implementation of the policy of counterpart collection,the basic situation of Lhasa city through case analysis,and the aid situation,system and other parties in the face of Beijing City counterpart to support Lhasa city.The analysis is made on the policy implementation of Beijing city's counterpart support to Lhasa from the aspects of the aid institutions,the rescue team and the aid funds,and the policy effects of Beijing since the beginning of the counterpart in Lhasa are summarized.Finally,the case of the Beijing city's counterpart support to the Lhasa City is interpreted.The problems in the implementation of the policy are reconsidered,and suggestions for further improvement of the policy are put forward so as to ensure the effective development of the counterpart collection.In order to provide reference for the future implementation of the policy of counterpart assistance.
