Research On Family Planning Service Management Of Floating Population From The Perspective Of Public Service

The appearance of large numbers of floating population is one of the symbol of social progress, has special significance for promoting the acceleration of the urbanization process and the comprehensive development of urban and rural economic and social, however, the high economic growth can no corresponding general increase in the welfare of the National, especially the floating population in the migration process, in terms of labor and social security, education, medical care, family planning, can not enjoy the services of the equalization treatment. The main body of the urban floating population in the childbearing population of reproductive age, not only the traditional public administration and social services face serious challenges, and family planning work to bring new and greater challenges. CPC Central Committee's decision on several major issues of building a socialist harmonious society " made it clear that to improve the public finance system, and gradually achieve the equalization of basic public services ". In December2006, the CPC Central Committee and State Council decision on the overall strengthening of the co-ordination of population and family planning work to solve the population problem were clear in the direction of population and family planning work in the coming period, the flow of population and family planning services management ideas. In this regard, the Government should fully affirmed the practice of public policy. This requires the government to further the transformation of functions, to provide more public service, really good job in family planning management of floating population and services for the floating population.
