Research On Grassroots Democracy Construction In Colleges And Universities

The development of the college community in our country is based on the transformation of Chinese society and evolved by college system. Because the college system reform is relatively backward, colleges still bear a large number of functions which should be borne by the community, leading to college community to have difficulties in perform related community management functions, the remaining stigma of universities has a bad effect on the recognition from the community members, they are not willing to participate in community public affairs, which affects the grassroots democracy construction of the university community.The paper takes the college community democracy construction as the research object, focusing on the particularity of college community to discuss grass-roots democratic construction of college community predicament. The paper uses the questionnaire survey method and the interview method in order to understand the domestic typical university community, and take the community of Southwest Petroleum University as an example to carry on the concrete analysis. The main objects of the questionnaires and interviews are the members of the community, the staff of the community and the administrative staff of the University. It is concluded by the survey that in the process of the community democracy construction there exists governance affairs power loss, single subject governance, a low ability in community democracy construction, low enthusiasm participation, to participate in the activities of subject to the college community participation rate is low.These problems are mainly caused by the particularity of the university community itself, first, college community not only exists the problem like the government management system problem, also has the system obstacles between the colleges, lack of corresponding laws and regulations to regulate the relationship between them; second, community and society community college both have a single governance subject, except for the difference that there are a large number of mature societies, associations and other governance subjects in the college community, but they almost do not participation in governance of public affairs deficiency; third, university community members compared to social community members and community members have a strong sense of social democracy, but the unit system makes universities community members prefer to be administrative organization affairs,which leads to a low recognition and acceptance to the university community. In this paper, it is believed that in order to get rid of the plight of the university community democracy construction: firstly, it is necessary to strengthen the construction of community autonomous organizations in college community, and to explore the mechanism of cooperation between the community and the government and universities; secondly, establishing and improving grassroots democracy rights protection mechanisms for community college, in order to make channels smooth for democratic rights; thirdly, improving the university community grass-roots democratic legal system, to ensure the smooth progress of the community democracy at the grassroots level; fourth, to inspire college community participate in the democratic participation of the subject; fifth, to cultivate identity and belonging of the university community members, to provide internal cohesion of community college grassroots democracy.
