The Private Teachers Turned To The Study Of The Implementation Deviation Of The Policy

The ideal policy design is one of the most important factors of policy execution effectively. With the issue of public policy and the policy environment increasingly become complex and changeable, the difficulty of public policy implementation is increasing, the policy implementation deviation phenomenon is more and more seriously, it has a strong negative impact on the realization of the policy target and the purpose of policy design. The study aims to combine theoretical and empirical analysis of Minban teachers policy implementation, explores the deviation of policy design and implementation process through the case of Minban teachers, then to find public policy implementation deviation influenced by policy design. The study analyzes implementation beyond implementation in a new perspective, using documentary analysis, interview analysis, case analysis and comparative analysis to study on policy implementation deviation from the perspective of policy design.The thesis consists of five parts. The first introduction part introduces the background and meaning of the selection of this subject, research situation of domestic and overseas, research method and innovation point. The second part states the theory of public design and public implementation. The third part describes the situation of conversion and dismission of Minban teachers, and the process of the policy design of Minban teachers. The forth part through the comparisons of county and area,diffierent villages of conversion and dismission of Minban teachers, to find the deviation of policy implementation, to further explore the problem of Minban teacher's policy, finally to analyze the reason of policy design influence deviation of policy implementation. The last part draws a conclusion: ideal and feasible policy design is the precondition of policy implementation. At the beginning of the policy design, administrative decision system exists flaw, lack of supervision, participation mechanism is not sound and interest game in the process of policy design will lead to policy itself is not reasonable and fair, not accord with the local reality, become the direct cause of policy implementation deviation.
