In 2003, China had promulgated "Ordinary High School Curriculum Program (Experiment)"and "Curriculum Standards (Experiment)" of 15 disciplines. The highlight of this curriculum reform is promoting elective courses in senior high school education. It broke the single courses structure and emphasize students individual development. In the 13 years of ordinary high school curriculum reforming, many provinces and places have implemented the elective courses in succession in ordinary high schools. Although some achievements obtained, the phenomenon of compulsory elective courses appeared in the process of ordinary high schools concrete practices. It is a departure from the should-be value of elective courses and idea of curriculum reform. It is a first problem to solve in order to smoothly implementing and developing elective courses. The research on the phenomenon of compulsory elective courses is the need of reality, and has no time to delay.By the method of literature, investigation and comparative research, based on the setting up and implementation of elective courses in five general high school in ChengDu, the paper mainly discuss the phenomenon of compulsory elective courses. The study is focused on the setting up and implementation status of elective courses, and in order to find whether elective courses are now compulsory, how the degree of compulsory elective courses, what are the causes of the compulsory elective courses, and then reveal the primary causes and put forward the corrective way and methods to change the phenomenon.The article consists of five parts listed below:Part one:introduction, it includes research background and research question, literature review, overall design. Part two: expounding curriculum structure in senior high school, theoretical basis, characteristic and value of the elective courses. Part three:survey result and analysis of compulsory elective courses phenomenon. By the questionnaire survey of the students and interview survey of the teachers and the school leaders in five ordinary high schools in ChengDu, author sorts out and analyzes the survey results and finds some manifestations of compulsory elective courses:students have no rights to select elective course ?; There are no differences between the implementation of elective course ? and required courses; Almost all of the schools do not set up and implement elective course ?. Schools do not establish a system of elective courses guidance?management and evaluation. Part four:revealing the reasons of compulsory elective courses:error interpretation and comprehension about senior high school curriculum reform, the curriculum leadership and decision-making behaviors of school leaders, educational evaluation system, patriarchal factor. what is more, strongly criticising of the phenomenon of compulsory elective courses:it is a departure from the idea and value of senior high school curriculum reform; It is the shackle of students individual development; It is a constraint of characteristics of development strategies of senior high schools. Part five:putting forward the corrective way and methods to change the phenomenon of compulsory elective courses. It is a precondition that senior high school curriculum reform program should be optimised. It is the crux that setting up school curriculum leadership community that participate is multiple. It is the guidance that setting up characteristics of development strategies of schools; And it is a support that educational evaluation system should be changed. It is a guarantee that increasing ordinary high school education input.
