With the campaign of building a country of law in full momentum,it is imperative to improve the legal education of the juvenile,which is not only the key to quickening the steps of building a socialist country of law,but also essential to the successful training of qualified citizens.The legal education of the juvenile has been incorporated into the different stages of the nation wide system of public education.The legal education of the students,which carries the hope of our country and our nation,is an arduous task imposed by the our history and our social responsibility,as well as an important measure to implement the requirement by the CPC Central Committee about building a country of law.The junior high school stage is a vital stage for the students to develop their views about life,the world and values,which is undoubtedly an important period to implement the legal education.To achieve the stage goal of legal education for junior high school students specified in the Syllabus Legal Education of the Juvenile,it is necessary to take full advantage of the classroom education,the main channel of legal education.At the junior high school stage,analyzes the causes of the identified problems that affect the effectiveness of the moral&legal education at the junior high school stage and puts forth suggestions about how to enhance the effectiveness of the moral&legal education at the junior high school stage.Besides the Introduction and the Concluding Remarks,this paper consists of three parts.Part I expatiates the theories associated with the moral&legal education at the junior high school stage.In this part,the paper defines the relationships of law and governance by law as well as that of moral education and legal education,providing a clear definition of the moral&legal education at the junior high school stage.Secondly,the paper points out the goal of the moral&legal education at the junior high school stage,which covers three aspects including understanding of basic legal knowledge,the ability to put legal knowledge into practice and the preliminary establishment of the legal awareness.Finally,the paper puts forth the principles of the moral&legal education at the junior high school stage,which cover three aspects including the integration of legal education into moral education,the incorporation of legal knowledge into practical activities and the combination of cultivation of legal awareness with that of regulated behavior.Part II explores all the existing problems in the moral&legal education at the junior high school stage and analyzes the causes of the identified problems that affect the effectiveness of the moral&legal education at the junior high school stage.In this part,the paper explores all the existing problems in the moral&legal education at the junior high school stage and categorizes the identified problems into five aspects:both the teachers of moral education and students in junior high schools do not attach adequate importance to the legal education;the moral education in junior high schools only pays attention to the lecturing of legal knowledge while ignoring the ability of the students to put knowledge into practice;The delivering method of the moral&legal education in junior high schools is monotonous and therefore unable to stimulate the interest of the student;the assessment system of the moral&legal education in junior high schools is not sound;the textbook of moral education in junior high schools does not cover enough topics and therefore the knowledge is not systematic.Secondly,the paper,on the basis of analysis,categorizes the causes of the identified problems into four aspects including the impact of exam-oriented education,teachers factors(including the legal knowledge of the teachers and the number of teachers),students factors(including their development of thinking capacity,the quality of understanding and their motivations)and the assessment factors(including the late establishment of the assessment system in our country,the policy support and the implementation of the assessment system).Part III puts forth the suggestions for improving the effectiveness of the moral&legal education at junior high schools which cover five aspects:enough importance should be attached to the role of moral education in legal education;the legal knowledge of the moral&legal teachers in junior high schools should be improved to increase the effectiveness of legal education;legal education textbooks for junior high schools should be compiled in accordance with the requirement of the Syllabus of Legal education for Juvenile;lectures should be conducted,sticking to the requirement of the Syllabus of Legal Education for Juvenile,and multiple teaching methods should be employed to motivate the students;students assessment system of the moral&legal education in junior high schools should be strengthened and perfected.
