Research On Countermeasures And Mechanisms For Child Abuse Prevention

As the saying goes, "Know the man from his three years old, know the old man from his seven years old",shows that childhood is an important period of life of personality formation and positioning. People in childhood period are protected and educated by science,which has a positive significance for their whole life. Thus, the importance of the protection of children is not only about the development of the individual, but also have a great impact on the future of a country and nation. Although China now has a development of economy and an opening of social concept, but the traditional concept of children's education are still widely accepted, that is parents are considered as the ownership of their children, children should "obey their parents", parents have the right to scold and even beat their children. Meanwhile, child abuse cases are not only occurred in family, but also in school and social life.In fact, we can see many family,campus,street children abuse cases while focus on media news and relevant research. Children are hurt in physical psychological will bring great harm to their growth, and some children are even abused to death. The prevention of child abuse in our country is pessimistic.We haven't form an effective child abuse prevention countermeasures. In this paper, a specific solutions to optimize the problem of child abuse prevention has been given based on the analysis of the prevention status about child abuse in our country.Child abuse occurs between adults and children, the latter have a physical and psychological inferior, so the research on the subject of child abuse has a direct relation with the protection of children's rights, children's education, ethics, social work methods and other theories, involve in law, education, society, morality and other aspects. From the point of view of human rights and human nature, children, deserve more protection because they are weak in body and mentality and ignorant about law. So we need to build a provision aimed at children whether on legal level or moral level. At the same time, it is necessary to launch an organic social forces to form a integral,comprehensive protection countermeasures and mechanism for children. So a depth analysis from the theoretical basis can help us to form an effective child abuse prevention countermeasures and mechanism based on our current situation and national conditions.Firstly,this thesis give some child abuse cases in recent years,and put for ward the research background based on the situation and loopholes of child abuse problem of our country, then summarize the relevant research at home and abroad, in order to arrive this study was carried out by necessity; The related theory of this paper are introduced, including the concept of children and child abuse, the causes and effect of child abuse, the general prevention measures of child abuse. Secondly, analyze the current situation of child abuse prevention in our country, including relevant laws and policies, the government and NGO,while refer to the child abuse prevention countermeasures and mechanism of the United States, Japan, Hong Kong. Then analyze the problem of our current prevention situation through in-depth discussion comparisonwith the countermeasures and mechanism of the United States, Japan, Hong Kong. The paper argues that the prevention and treatment system of our child abuse has some problem, such as laws are inadequate, some government departments are unreasonable,NGO are less and can not get enough support from government, organizations do not cooperate, lack social workers to get involved and so on. Finally, based on the existing problems, this paper put forward an optimized construction scheme of countermeasures and mechanism to prevent child abuse, including completing the legal system, building more government-led child protection organizations, giving more support to NGO, strengthening the publicity of children protection, pushing an all-round regulatory protection mechanisms.Child abuse prevention countermeasures and mechanism proposed in this paper involves many parts like law, government, NGO, etc, and the collaboration with different parts are provided to form a unified, global, full coverage abuse network, so that all children are able to be concerned and all the abuses can be discovered and disposed in time. The countermeasures are feasible and have a certain significance to formthe child abuse prevention countermeasuresand mechanism of China.
