In the compulsory education mathematics curriculum standards (2011 edition), it is computing power that first appeared as one of the key concepts in the curriculum standard, raising extensive concerns of experts, scholars and the first-line teachers to boot. Along with the curriculum standard to the changes of operation ability request, there are not a few voice about students operation ability level gradually decline in recent years. However, its education is the top priority in the primary school teaching phase, which runs through prim ork out strategy to the existing problems.In this paper, as an example,13 schools grade five of 583 pupils from the Inner Mongolia autonomous region. Three measures have been put forward according to the curriculum standard and its interpretation of computing power level. We divided the students answer results of test into four levels, such that get the quantitative result, this paper made the following several aspects:First, for teaching Chinese students, the overall level of the operation ability of students is ideal,87% of the students’ ability of operation level to level 3; Provincial, Municipal and County school students computing power levels are basically identical, at level 3 for the largest proportion of students; But when the analysis of four kinds of topics found, municipal school students in class 4 subject level of computing power than the capital of slightly better in school.Second, bilingual teaching for students, students overall computing power level to level 2 and level 3 ratio reached 88%,5% of the students reached level 1, illustrates the bilingual teaching of the students’ operation ability basically nonexistent count "understand" issues; County school students operation ability level slightly lower and provincial capital, the municipal schools students, but the specific performance from the four categories of subject, County school of computing ability level compared with the provincial capital, municipal schools, not too much of a difference.Third, because of the Mongolian students can using two different teaching ways to learn, so for the two different teaching methods of computing power is analyzed, found due to the language, text comprehension obstacles, adopting bilingual teaching of Mongolian students’ operation ability in the second, third class subject slightly less; Is the fundamental for computing power, namely the understanding of the "calculate", teach students to master the better.To draw from different angles of the Inner Mongolia autonomous region fifth grade students’ operation ability, puts forward some thoughts on its own.
