The teachers exchange policy formulated by the state, is an important measure of realize the target of balanced teacher resources, the education fair and education resource allocation. Facts have proven that the teachers exchange policy is an effective and favorable policies. In this study, the author adopts the method of field investigation and questionnaire survey, selects six schools headmasters and teachers as the research object, and starts from the actual situation to analyze the teachers exchange policy implementation of south Jiangsu.The study found that cases under the guidance of teachers policy at the provincial level, introduced the corresponding implementing rules. However , in the actual execution of the policy, there do not tally with the policy intentions of deviation phenomenon, not only the responsibility "absence" of the local education department,but also the school leaders' execution behavior which based on their own considerations and profit drive, as well as the communication attitude, cognition and communication of teachers, the "hards" led to teachers exchange policy implementation deviation.Through summarize and analyze the intentions of different levels of teachers exchange policy, and use field interviews and observation to find the cognition and practice in teachers exchange policy of school leaders. Compared with policy intentions, behavior choice and implementation status of executive main body (local education administrative departments of driving behavior and responsibility, school policy execution behavior and selection of communication difficulties, exchange teachers' attitude and performance, and retention and the choice of the exit, etc.) , to analyze the reasons of deviation in the local education department, school, teachers.And on the actual situation of policy implementation case area put forward some Suggestions and opinions are put forward for optimizing the teachers exchange policy execution. Education department need to set up a professional institutions to guide the teachers exchange, to promote effective practice , to obtain good execution results,and to achieve the goal of balanced development of education quality.
