| Reducing the burden of primary and secondary school teachers is an important topic of the current education reform.It aims to create a good education and teaching environment for the majority of front-line teachers,improving teachers’ professionalism and happiness,and promoting the high-quality development of basic education.In recent years,Chinese government departments have issued a series of policy documents and lists to reduce the burden of primary and secondary school teachers,focusing on solving the problems affecting teachers’ work efficiency and satisfaction,such as excessive administrative affairs,irrelevant evaluation and assessment,and unreasonable workload allocation,etc.Although policy makers have high hopes for the policy of reducing teacher burden,the obstruction encountered in the implementation process is difficult to ignore.Based on the research results of implementation theory at home and abroad,this research uses the method of mixed research to study the policy of teacher burden reduction from the perspective of "integration".Firstly,from the content analysis and discourse analysis of the policy text,the "top-down" research perspective is used to analyze the specific process,and discuss the deviation of the teachers’ policy from the central level.Secondly,from the perspective of "bottom-up",14 front-line educators were interviewed.Through semi-structured interviews,relevant qualitative data from the grass-roots level were obtained,coded and organized,and the policy behavior deviations in the grass-roots field were analyzed.Finally,the questionnaire survey is used to collect the quantitative data of the burden reduction effect of grass-roots teachers,so as to present the actual effect of the policy.First of all,the middle level local government has a deviation in the policy implementation behavior.It mainly includes the policy "copy implementation" caused by the conflict of interest and information asymmetry under the principal-agency system,the policy "evasive implementation" formed by the unclear rights and responsibility and ineffective supervision,and the policy implementation island under the fragmented situation,which produces the "isolated implementation" of the policy.Secondly,the policy implementation deviation in the grass-roots field.The main contradiction between the unification of policy formulation and the execution flexibility gives the opportunity of "selective implementation" and the interest game under the guidance of "economic man" leaves the helpless action of "symbolic implementation" under the social background of the competition generalization.Finally,there is a deviation between the implementation result of the policy and the policy objective.On the one hand,the positive effect of the teacher burden reduction policy has not been widely implemented,and there is a considerable distance between the policy objectives;on the other hand,teachers are still under heavy burden,and irrelevant teaching tasks such as administrative burden still persist at the grass-roots level.The existence of policy implementation deviation shows that the coordination between teacher burden reduction policy and various administrative departments is not balanced,and the supporting assessment and supervision mechanism needs to be improved.The effective operation of the policy needs the coordination of various mechanisms of society and school.The imperfect supervision mechanism,the discomfort of the incentive system,the defective supporting measures,and the contradiction between the public power and the selfish interest will all lead to the deviation of the policy implementation.Therefore,in the process of modernization of national governance system,this study believes that the top-level design of policies should be optimized to promote good politics with good governance,should clarify the boundary of rights and responsibilities of various government departments,should promote the supervision and co-governance of multiple subjects,and should coordinate the interests of multiple groups to promote the optimization of education governance environment.Through the macro to micro system governance,it would promote policy implementation into a virtuous cycle of development. |
