Research On Compulsory Education Teacher Exchange Rotation Policy

With the rapid development of the economy and society and the gradual improvement of people's living standards,the people's pursuit of quality education is increasing day by day.However,there is a mismatch between the supply of educational resources and social needs."The crazy for selecting schools" and "school district housing" are the products of the contradiction of unbalanced educational resources.The compulsory education teacher exchange rotation policy which is led by the government finally achieves the education fairness and education balance by rationally allocating teachers' resources between different schools.In order to have a further understanding of the current situation of the implementation of China's policy for compulsory education teacher exchange rotation,in this paper uses,there are four means were used for implementation research,such as theoretical study means,questionnaire means,interview means,and case analysis method.On the basis of theoretical researches,a large number of on-the-spot investigations were conducted,and comprehensive research methods such as questionnaire surveys and interviews were used to conduct an in-depth analysis of the compulsory teacher exchange rotation system in Tianjin's coastal areas.The implementation of the teacher exchange rotation system has optimized the distribution of teachers' resources to a certain extent and also improved the teaching level of weak schools.However,there are still problems such as imperfect incentive system,inadequate guarantee system,and inadequate communication system.The Smith model in execution is utilized,and finally reasonable countermeasures and suggestions are proposed to improve and promote the policy.The writer states the whole thesis from seven parts.The first part is also the openings of the whole thesis,the writer mainly states the research background,purpose,significance,the current research process at home and abroad and the effective research means.The second part explains the core concepts and theoretical foundations used in this paper.The third part expounds the current implementation of the policy from the country level and the Tianjin coastal area level.The fourth part is based on questionnaire surveys and interviews,and puts forward the problems and reasons in the current policy.The fifth part introduces the advanced experience and enlightenment of teacher rotation policy at home and abroad.The sixth part puts forward the countermeasures and suggestions on compulsory education teacher exchange rotation policy from four aspects: the policy text,the executors,the implemented group and the execute background.The last part is the summary of the whole paper.
