Teacher exchange refers to a system design and institutional arrangement for the rational and orderly flow of teachers in different schools within a certain area.As a new move,the teacher exchange wheel can help promote the fair and balanced development of high quality resources.The education of our country is developing rapidly.Therefore,the whole society is paying attention to the issue of "educational equity",especially the fairness in the compulsory education stage.However,more and more high-quality education resources are driven to the developed areas and elite schools due to some objective factors,such as the imbalanced development between regions,large differences between the economy,cultures,and concepts of education.As a result,more and more people have realized "the fever of choosing elite schools",as well as "difficulty in seeking proper education",which led to the failure in achieving the fairness of compulsory education.Such unfairness deprives children's equal right to receive compulsory education,which is definitely detrimental to a healthy development of education in China.By using the method of documentary,interview and questionnaire,this paper studies the change and present situation of the teachers exchange system of compulsory education in the A District of Nanjing.Due to the need of obtaining professional titles and being appraised,many teachers volunteer to exchange.However,there are few teachers who want to be exchanged from the bottom of their heart.Because in the process of exchange,teachers will encounter many tough issues,such as not being able to quickly adapt to the new environment,spending more time going to work,reducing the sense of happiness and worrying about different aspects of children's enrollment.In order to solve these problems,all compulsory education schools should improve their understanding and enhance the timeliness of teachers' exchange.To improve both the administrators' and teachers' understanding of teachers exchange and also stimulate the enthusiasm of teachers,schools should increase the intensity of publicity,expand exchange objects and take various forms to help teachers to exchange.The district departments can set up teachers management centers and establish "teachers flow mechanism" which means teachers exchange with rollings of their posts.Besides,teachers exchange system of scientific evaluation,mutual competition mechanism should also be promoted for the innovation and development of education and teachers equalization.Finally,through the exchange of teachers,the children in the compulsory education stage can get a fair chance of education and improve the level of education in the whole country.
