The Current Situation,Difficult Positon And Optimum Strategy Of The "Three Social Linkage"

With the improvement of living standards,the requirements of community residents for services are more diversified and personalized.How to integrate resources effectively and how to realize the effective linkage among the community,social organizations and social workers to meet the growing needs of the residents are the direction of community governance in recent years.Although more research on "three social linkage" increased,the study of "three social linkage" mechanism to participate in community governance existing mainly focus on the eastern coastal city or developed areas,involving the study of inland areas even in minority areas is less and less.Although the explorations of "three social linkage" mode of operation in many areas have certain significance,the specific operation method of "three social linkage"also has the variety of difference because of the different degree of development in the region,regional culture,community system,awareness of the residents and other reasons.Therefore,they are lack of specific operability.The research object of this paper is sub-district in Hohhot,a typical inland city sub-district.The object of study similar rarely appear in the existing research,so this study in a certain extent can make up the lack of existing research object represents defects and provide a reference value for similar areas.This study uses literature method,case analysis method and field survey method.Through the description of the current situation and the plight of "three social linkage" in Zhongzhuan sub-district,this paper analyzes the reasons behind the plight,so as to find out the optimum strategies.The development of " three social linkage" requires not only the bottom-up,also needs top-down.Only the government,community,social organizations and social workers will identify their own position,clarify their respective responsibilities,their duties and improve the profession constantly,they can ensure that the "three social linkage"can effectively cooperate and give full play to the role of "linkage".
