Study On "the Linkage Of Community, Social Organizations And Social Workers" In Community Service Project For The Aged

Concerning the concept of community care, integrating the resources of family, community, government and society, to construct the community services for the aged adapting to the Chinese national condition, has become the important welfare measures to deal with the tide of aging. In the context of the innovation of social governance, the "linkage of community, social organizations and social workers", because of its unique mode of operation, can better adapt to the needs of community service for the aged.Taking the "Old partner" program in shanghai as an example, this article analyzed the roles of community, social organizations and social workers in community service project for the aged:community as the facilitator, supported the development of actual services; social organizations as the organizer which gathered the superiority resources, were in charge of implementation of the program; social workers as the planner, transmitter and supervisor, were responsible for needs assessment and improving service quality. On this basis, it stressed on analyzing the work system and operation mechanism to demonstrate the linkage of community, social organizations and social workers. In addition, it took the activities organized by the backbones of Volunteers spontaneously as a micro display model to show its operational framework. On the one hand the article summarized that "the linkage of community, social organizations and social workers" has integrated the superiority resources and improved the quality of the community service for the aged, but on the other side it also dissected its problems, such as a lack of sustained institutional guarantee, conflict of interest among them, etc. Estimated and forecasted "the linkage of community, social organizations and social workers", raised the problems to be solved in the future:Systematize and standardize the linkage, strengthen resources socialization in community service for the aged.
